German new? airbases

Hi,
it seems that there are up to 32 german airbases in scenarios (1941 whole campaing) and "only" 24 in the campaing game.
(I don't see any arrival date for them , the same for exemple with Flieger Crimea):
Are those unit's arrival conditionnal or are they only for the scenarios(surprising in this case as they are in whole campaing
(1943 for example).[&:]
