Japanese access to Allied sub TF

Not sure how big a bug this is, since I couldn't re-create it, but for at least a short time I had access to an Allied sub TF order screen. See screenshot below. I have a save from right after I exited this screen, as well as one from the beginning of the turn. There are quite a few TFs in that same hex with the sub.

P.S. Ctangus, I refrained from sailing you straight into a minefield...(I used waypoints[:)])

I can't seem to make it happen either. I have added a safety catch to exit the TF screen if viewing player is not the owner.
