Crazy Trucking

Just played The Bunker as Russians using 1.15.

German AI was a bit rubbish. No group moves and so on, but there was one very strange thing happened.

The AI moved a truck to nowhere in particular, then spent two whole turns pivoting on the spot.

Is that a programming glitch or was the AI trying to 'stall' in a way by muppeting around with a truck?

The AI pivots units for a small list of reasons, some of which are scripted and some hard-wired, and I can't really say which item(s) on that list had been triggered during the course of your game.
