Instant Victory

Hey Joel.

Found rule 20.2, missed on my first read through. Can the Instant IJN Victory be taken out?

After capturing Luganville and Efate the AI makes no attempt with the 1st and 2nd Marine Divisions to take it back, while continuing to send Naval Bombardment missions to Lunga. Can this be fixed, as the AI appears to give up?

If Witp will Instant Victory conditions?
If yes would like to continue past them.
