ASW TF Issue

I'm sue I've read something similar but I could'nt find it yet and I was not really interested at that time so I did not read carefully, but I'm facing this problem:
playing scenario 1 as allies vs. AI
december 15th 1941
I have most of my ASW TFs set with 3rd set of patrol at base with linger 1 an refuel which are at base since 3 days without going out again in patrol. Could someone help me in understanding what is happening and finding out a solution?
I gave them a new patrol and I'll check at end of turn if they went out, but I made it manually

You should attach save here, so michaelm may have a look. I have not had similar problems, so it's intriguing.

It's the first time I upload a file, so I hope to have done it correct
and I hope also to not have done stupid things in the game. I'm a newbie and many things I still can't understand properly. It's my 1st campaign game

Perhaps I've solved the issue, but in any case I can't find a reason
If I take off the linger day 1 at base for refuelling and leave just refuelling without lingering everythink is ok
but why linger does not work?
