I recall reading something about this long ago. I have forgotten what it said and I'm not sure whatever it said still applies.

HQs have a lot of manpower not all represented by the support squads.

What is the impact of setting the max TOE of HQ to, say, 90%? Is there an "optimum" TOE level for HQ where the negative impact of reduced manning exceeds the manpower benefit?

I believe that every 10 points below 100% woiuld result in a negative modifier on initiative rolls for your leaders.
