International panzer division

Playing the soviets against german AI I noticed some quite huge amount of engineers/pioneers supporting 14th Panzer Division. They numbered: 1 Hungarian, 1 Italian, 6 FINNISH and 8 Romenian battallions. Is the AI cheating or could this be a bug? Anyway, I was rather amused when I discovered this, thinking how could this have happend in real-life and what kinds of communication problems this would bring with all the different languages and cultures.

Strange location (92,46): too far south for Finns, too far north for Hungarians, Roumanians and Italians.
