Why do certain ships (yes undamaged) keep entire fleets from refueling?

Think you need to give a bit more information...

Do you have ships requiring different types of fuel in the same fleet?

I was not aware this was a problem either. But different fuel could do wonders to mess things up.

I have noticed that once fleets reach a certain size, I order them to refuel. All the ships but a couple arrive and refuel. Those ships might have run out of gas earlier and are somewhere in transit, moving slow. Othertimes they seem to orbit the base and just never get around to docking. I've scrapped ships from a fleet that behaved this way and then moved on.
