Russian fortress around Vladivostok

Hya all;

I jus t have a question about the russian fortress around Vladivostok; playing as JAPAN i am at war with russia and i have almost 200.000 infantry units plus tannks and engenieres into an hex with a russian fortress, and i am making shock attacks, but the russia fortress still there i cant destroy the fortress

Do i have to complety destroy all infantry of the fortress to finally destroy and finally pass to go to valdivostok
