What does it mean when some resources are highlighted in the Expansion Planner?

Those are critical resources for the race you're playing.
Best to send a construction ship there or colonize that planet if you can.
Shields are useless in "The Briar Patch"...

That answer is misleading. Critical? No. Beneficial? Yes.

The hilighted resources are those which your race gets a specific benefit from. Refer to your race in the Galactopedia. Each race has a "Resource Bonuses" section - you'll find that the resources listed are the same as those hilighted in your expansion planner.

It's a reasonable answer - those are also called "strategic" resources. They are certainly more critical than non-strategic resources.

No, not all. The hilighted items in the expansion planner can include luxury resources (depends on the race) - it hilights all those resources - be they strategic or luxury - that give a racial bonus.

Example:
Kaidans racial description lists "Natarran Incense" (ref: B), "Polymer" (ref: A) and "Rephidium Ale" as resources which give them specific bonuses.

Natarran Incense is not a strategic resource. It is a luxury resource.

Just select the race your playing and then scroll down to see what resource bonus you have.

ehsumrell1 & Kayoz are both right. In my opinion they are critical in some games and Kayoz is correct for showing you the highlighted resources in the colony list.

Yeah, I was too general with my terms there as we already subdivide the resource into strategic and luxury. These are the key resources for your species - they are strategic in that sense.

Being able to see resources in transit and unfulfilled demand rather than just "demand" is indeed very useful. One of my personal favorite Shadows improvements is the overall improvement in reporting and messaging to explain resource shortages properly to players. It's just a completely different galaxy compared to previous version as far as understanding that without having to dig through the more advanced menus.

Does the above include the (sometimes) red arrows instead of regular white ones for freighter ship paths?

I've seen red vectors in a few cases, but I'm not 100% what they mean.

Usually if I click on a Star system for example, if there are incoming ships those will have the red vectors.

Also applies to some (maybe all) ships for incoming.
