Racial Bonuses for Pirates

Does anyone know to what extent the normal racial bonuses apply when playing pirate groups? I thought at first that none of them applied; that pirate type bonuses overrode the racial/government bonuses. But after playing human and getting their extra intelligent agent bonus, I'm starting to wonder if some of the race bonuses do actually apply, but just don't show up in the Empire Summary screen...

I believe that agent generation and tech branch bonuses apply, but bonuses that rely on population (like maintenance reduction) are defunct because you have no population.

The research bonuses and the innate intelligence of the races are in effect, as well as all the ones that don't involve population. Most important for pirates are the strength of your troops/raiders which varies between each race depending on instrength and intelligence.
