Allied Corps Overly Generous Heros

I am being assigned a hero almost constantly after I modified my difficulty settings for DLC 1941. I set AI at 2, said keep original rules, kept difficulty at field marshall.
This is definitely not normal behavior. It is unbalancing the game since I am acquiring 5 or 6 heroes a turn. I am fully updated.

I haven't seen anybody reporting issue. Some of the advanced options are not working for DLC, so I don't know if it's related or not with your issue.

I got only one hero in the 1939 dlc. Two in 1940 dcl and a whooping one in 1941. Half way way into 1942 with the new rules and just picked up another. I always play on Manstein (real PC players play on the highest difficulty settings). This is a great game. No two games are the same for me as I suppect this game will be around for 20 plus years or more. I will admit however I give myself five extra turns per game.... Even with that I often struggle at times. Five or six heros per turn? Sorry just can't believe that.

Managed to reproduce the bug yet again (see also slitherine forum a week or so back). The key seems to be in a prior to allied general campaign and then to switch from advanced difficulty to normal difficulty (so I was playing the 42 campaign for awhile with advanced rules and decided to go back to classic rules). Next step is I started the scenario. Immediately I start getting a hero on every shot.
Definitely something tied to switching rule sets in context of panzer corps campaigns (mine is 1942 east). Probably specifically going from advanced (played prior scenario under those rules) and switching back to classic.
Frustrating.
