Quick Question: The use of ' in text files.

I am working on a Systems mod and I know that at the beginning of most of the editable text files there are instructional lines being commented out with apostrophes, and I am just wondering if it was safe to use commented out lines elsewhere in document or if you must keep them at the top.

The reason I am asking this is because I've noticed that on the original systems list, there are items which have apostrophes in them and I am guessing the fact that there is no space around them tells the game that those instances are not commments.

I have apostrophes in two race names (Kha'ak and Zha'til), and I haven't noticed any problems. Yes, my universe is a little dangerous

I use them all over the place and they haven't caused me a problem yet.
