What's the factor that cause who strike first?

What's the factor that cause who strike first?

I mean when two carriers TFs detect each other, when they
conduct airstrikes, which one go first? I have played the
game only a few times, but the AI seems to go always first.

I seem to remember that the strikes are worked out concurrently
even though they will obviously be displayed as one TF hitting first. So don't worry too much if you get creamed - you should still get a good strike off.

It seems to me that when both sides are launching airstrikes, that the US side is resolved first, but that is only because someone has to go first. The Japaneese planes are usually in the air so they get their full effect.

Sometimes you will see damage results that indicate that planes have been caught on the deck even if strikes are launched by both sides, but that seems to be something that should be built into the system.
