Division activation

Current date is Feb 26, 1942
I currently have the 3 Inf Regs shown as belonging to the inactive Americal Division at Fort Ord.
132 Rgt Pac Fleet
164 Reg West Coast
182 Reg Pac Fleet

The inactive Americal division is attached to So. Pac
1. Is the activation of inactive divisions automatic?

2. Do the Rgt's have to be attached the same as the parent division for the activation to take place?

think you need to buy out this one to Pacific fleet.

then the recombine button will show up.

rms1pa has it right- you also need to make sure there aren't any devices that don't match (e.g. you can't recombine a division if one has 1943 squads and the others have 42 squads, or different size mortars etc. These type of mismatches show up with an asterix next to the device.
