I find it hard to find any use for it? As German I see little motivation to build any additions including Subs as priority seems ground troops. Which leads me to believe am I better to disband a portion of German navy?

I never disband the navy as I think its always useful to have a fleet in being. There is also a morale hit if you choose to do so. I don't know how penal that hit is, but as I say, I just keep the fleet in being.

I never use subs against merchants as I want to ensure the US never enter.

Not too certain how an active Sub Campaign would go, I haven't tried it yet. I suppose with time/technology and a softer Land Campaign it could be possible. I am also not sure how much it would impact the actual Industry of the Entente. So far, rarely do I see people bother with Subs or the various Naval factions... There is a lot of cash required to build subs.. Only against a slightly weaker opponent do I use my Navy... Usually to trash theirs then opportunistically sink Transport Shipping...
