air unit query

ive noticed on all my air units there are two -50% icons on the unit cards.

what are these penalties? there is no tooltip to explain them.

Check your report tab, this is typical for Russians especially early in the war.

i dont see anything in the report tab relating to either of these 50% penalties. Im on turn 2 of the full campaign playing as the germans.
