Base autodesign/upgrade not working

I just had my draft post get banned and erased because I tried to include a link to another thread re: ship autodesign issues. Thanks forums.

Bottom line is that the Base (both Space Port and Defensive Base) designs are no longer fully auto-updating; the MSP design in my current game failed to incorporate shields, while the defensive base design doesn't update with either shields or fighter bays. Have seen the same problem occur with defensive base designs across both games I've tried with 1.9.0.10, while in the previous game the MSP updated fully.

After playing some additional time, it seems that the autodesign feature is working correctly, but that the AI now waits longer to change designs because of the ship/base construction size limitations.
