On call artillery

Do you have to issue a separate defend order for every artillery unit you want to be on call to support anyone? Or will giving an HQ in charge of many arty units an "in situ" defend order make them all "on call" to any unit on the map?

The on call situation is described on Pg. 93 of the game manual.

Basically the unit has to be deployed to fire with no other orders (at the final location of a move or in its assigned defensive position) to be on call. Issuing a defend order to a headquarters that results in the artillery unit deploying in a defensive position results in it being on call.
