AVG at game start

Why does the AVG start in Mandalay while attached to the China Command. Must I move it to China? Seems like it can do more damage blunting some Japanese air strikes in Burma.

I used it in Burma and late in the war shifted it through China to Formosa.

I never thought that doing an AAR would be so time consuming and difficult.

If you are playing the AI I'd suggest moving the AVG to China to build up experience through easy victories then back to Burma or where ever the action is. Australia, Dutch East Indies, Singapore etc.

If playing a good human player you may need the AVG to defend India. Burma will just be the death of a thousand cuts.

Is it inferred I need to change its HQ from China to SEAsia to use it in Burma/India?

No, unless you're in a PBEM and HRs state otherwise just leave the command structure as is.
