Do I need to send oil to every homecity or does the game do it auto

Oil will go to where it's needed from where you drop it off, assuming that you don't have oil set to stockpile anywhere.

It may take a couple of days to ship out from the port you dropped it off at, but it will do so. So long as you have enough reserves on hand, no base in Japan should run out of Oil.

Will oil move aotomaticlly over roads'? Or do you always need to have a railroad in place for oil to move by itslef?

It works over roads as well. Hence the term "Magic Coast Road", from Singapore to Hong Kong or Shanghai or even Fusan. From game's start, you have to take Nanning at least and Liuchow also, really.
