Attacking enemy fleets

I've just read on the 2x3 website that WITP will have the ability to attack enemy fleets, I wonder if this means that we will be able to target enemy fleets, or is this just wishful thinking?

Submarines on bombardment missions, is this something new as well? Maybe the info is really old, but I'm just hoping this info is up to date, and either this is something new for WITP, or we are about to see it tested for UV.
