"Breaks off attack" and "defends"

"Breaks off attack" and "defends"

Anyone could describe what is the difference between breaks off attack and defends terms that we read on battle reports? Looks like both words are related with unities defending but what is the difference between them? What is exactly going on the battle when we have breaks off attack? Means the attack unities suffer damages? Thank you.

Bob and others who know more about the combat calculation can shed some light on that, but...

Unit Loss Tolerance Orders
Unit combat actions depend on the unit’s Orders Emphasis, which is a relative gauge of casualty tolerance:

Ignore Losses: Units will attempt to either seize or defend locations in combat, regardless of losses.
Limit Losses: Units take losses into consideration in combat; they will either break off attacks or retreat from a defense, if necessary, to preserve themselves.
Minimize Losses: Units will make only the most superficial of efforts in combat. If the enemy is very weak, they will press their attack or defense. If the enemy is strong enough to inflict significant losses, the unit will break off or retreat.

I see, so break off attacks means the unity give up attack due to loses. I knew the rule about unity loss tolerance orders, but did not know it was related with break off attack expression. Danke, das hilft mir!
