Does AI auto attack nullify some ROE preferences?

Does AI auto attack nullify some ROE preferences?

If I have instructed a unit to maintain standoff and have initiated auto attack, is it correct behavior for the AI to ignore the standoff order?

Last night my frigate (under orders to maintain standoff) drove straight at a missile boat it was auto attacking. I went from a comfortable standoff range (with cannon) to getting hit by machine guns from the boat. I could not alter my course and it occurred to me (too late) that I should have turned off the auto attack.

The standoff doctrine was meant to be used by ships, subs & ground units. We haven't done much with it for aircraft and the results of trying would be....
