First Contact 1986--Were Norway's ESMs this bad?

Playing in editor mode, the ESMs on the missile boats are currently very weak. The Soviet side begins with all radars active, and in the first second of the game immediately detects all Norwegian ships within rage. However, the Norway side (with EMCON=PASSIVE) can't detect ANY of the Soviet radars for the first 20 minutes of the game. At that point Norway achieves passive detection on one Nanuchka at a range of just under ~15nm. Is this accurate?

There obviously exist som issues with how ESM is handled.
