Airfield repaired?

I'm trying to build my first scenario.
I have a question:

during a scenario, a destroyed runway can be repaired?

A damaged runway will gradually be repaired, but a destroyed one will not.

Uhm...ok, but it should be possible to repair it in scenario lasting days. Or not?

Looking at the damage model this morning, too. In Tutoria Warship Ops my Stockdale has taken some hits and had minor fire and major flooding. damage level went up to 77.1%. Fire was extinguished quickly and it took 2 hrs to seal the leaks. All other damage is on non-vital parts as the heli-pad, torpedoe mount, radar.
But the damage level did not fall any digit, it is still same level after another 12 hours that I allowed the crews to repair. My understanding was that while Fire and Flood obviously do go down, also systems are repaired over time, or am I wrong? Also: with major threats repaired (fire, flood) and only some damage to systems left, why doesn't the damage level decrease?
