Movement/Combat Penalties

Are the movement/combat penalties arising from insufficient CPs added to the penalties imposed upon a stack for having an inactive leader; or, does the game engine select only the highest of the two penalties and apply it to the stack?

Higher one penalty is used, so you can not go above 35% penalty. So, if your early war army is not activated, feel free to advance it as usual. All armies fight with command penalty early.
