Is there a limit to the number of Armies I can have?

I have a 3 Star General in a stack but I can't form an Army. It is only 2 or 3 regions away from another Army though. Could that be the reason? This manual is really lacking [&:]

If you remove the 3* leader out into a stack by himself, is there still a problem?

Or, at least he must be the most senior in the stack (that isn't already an army, of course).
