I'm playing 2 games of witp, in my first long running game I'm able to download and send the combat file. In my second game the file say's I need the administrators permission to download. I'm playing as japan.

Are you playing using two separate installations?

I'll double check with peter when we started I told him that I was using the last official update. It's been working the last 2 turns.
