Ships moving with chaff and wind?

Due to me being stationed in Abu Dhabi bext I am unable to Command.
I have however bought Admiral Woodwards excellent book.

in his first chapter he describes the Glasgow throwing up a chaff cloud and adjysting speed and heading as the chaff drifrs with the wind. Is that part of CMANO's evasives as well? Such details would be cool.
