Can't refuse surrender

I have taken most of the cities in France in a game against the computer. The first time the French offered to surrender, I refused.

I then took another city, but France still had two or three cities (no Capital cities) remaining.

The French again offered to surrender, but the game would not let me refuse the surrender. The box was there, and I could click it, but it didn't do anything. I ended up accepting the surrender.

I've attached the save game file.

I had the same problem with Belgium... I'd taken Brussels and was besieging Antwerp (defender down to red 1) when they offered to surrender. I repeatedly clicked on [Refuse] but nothing happened. I was forced to accept the surrender
