[0.7.5] STE not released when Program Closed

Description: When a program is closed, but STE personnel are still assigned to related projects, those personnel are not released. If a project is closed, all STE personnel still assigned should be automatically released from the project. It's not terribly broken (you can reassign them manually), but I believe some players will be confused by the functionality.
