When placing units at sea back in port I was having the devils own job trying to get the units to go anywhere.

I could not see anything in RAC on how you knew where the units went. The problem was further exacerbated by the fact that the main screen (map) overlaps my top screen (Control Panel). However, when placing either land, air or naval units, the "Prompt and Warning Messages" panel at the bottom of the Control Panel tells you exactly where the units go.
Now Maitland, now's your time!
