Fuel supply rules

Is there a better of how the fuel supply/delivery rules to motorized, mech and, armor units work? I am trying my hand at scenario design and the I am stumped by the fuel supply rules. During my test runs, some, not all, of the motorized units run out of fuel, even when they is next to or, one a hex with their parent supplied HQ that is on a functioning railhead. I have been through the manuals time and again and reviewed the scenario setup but I can't find anything that accounts for the fuel situation and I was hoping to find a more detailed explanation of the how supply/fuel rules work but the manuals are lacking in detail to help me find what I am doing wrong or, missing.
