Out of supply naval unit range

There are out of supply convoy points in Reykjavik. MWIF lets me move them three sea areas, all the way to Cape St. Vincent, just as if they were in supply. Since being out of supply reduces naval movement by one, this should not be possible.

(I tried to get a screen shot of them moving to Cape St. Vincent, but screen shots don't copy the cursor, so there was not much point.)
