Transported Units Disorganized during RTB phase

According to the RAC, during the Return to Base (RTB) phase, the ships become disorganized, but the cargo SHOULD NOT.

But, in my game, ALL transported units are being disorganized during this step. Making oil management a bother having to reorganize things that shouldnt have to be reorganized.

Is this as intended or am I reading the RAC wrong?

Cargo is only fu when you move from port to port. If you move from sea to port, cargo is fd.

how does it matter? happens at the end of the turn anyways?!

RAC 11.4.5 mentions ...
The cargo disembarks disorganized if:
- It is already disorganized; or
- It is the action segment and the TRS started the step at sea.

Is the RTB phase considered the "action segment"? I dont think so, because in RAC 13.4.1
Naval units (but not their cargoes) become disorganized when they return to base during this step.

Why does this matter? Because moving an HQ from a port to port shouldnt cost me .4 Oil (or gadzooks .6 for an Armor HQ) to reorganize. For a neutral major power that a big deal when you can't save more than one oil a turn

Agreed, you are right about 13.4.1, cargo shouldn't flip.
I dont really know what an action segment is [&:]. But in RAW it says "step" in the same place. So it must be that.

Did not think of the oil cost (I don't play it).. And yes this is weird then!
