Crash during surrender phase

Load the attached game. The end of turn Soviet production screen comes up. It crashes during the surrender phase. It will indicate a couple surrenders then it crashes.

I can't get past this and had to restart using an earlier turn.

I just ran your saved game, following your instructions, and the problem did not occur. Since your bug report is from December, I assume that somewhere along the line I fixed whatever was causing this fatal error.
