TELEPORTING UNITS?

I know this has been in the game from the very start, but it is something I think can only be described as cheating. What I'm talking about is, Countries teleporting new builds from the production que, strait to defensive positions in Egypt for example. This should not happen, if you build something in your home Nation,it should be placed in your home Nation, and then and only then Transported by ship to where ever the unit is required, the up side of this makes the gamer use there NAVY MORE.
