I currently have Gort in France and no other CW units. Any ideas on why I can't move a CW MOT into a French port for debarkation?

What about transports?

Is there a transport in the port Gort landed at? If so, you can't bring another transport into port carrying another unit as that would be 1 more unit than Gort's command rating (ground unit +2 transports = 3 units, 1 more than Gort's 2 command rating). (This was the mistake I made in my first game bringing the BEF over).

While not quite as secure and it takes a bit more coordination and a bit longer, the best thing to do is to move transports to the North sea, do a load for each you move there and then end the naval phase (you need an escort of course). At the end of the land movement phase, you can off load any troops that are sea and the transports will stay at sea.

I had Gort in France and then the MOT on a transport that couldn't land in a French port. Does the 2 limit include Gort himself?

No, Gort himself doesn't count, but how did Gort get there? Is there a transport with him? In that case, you can't land a MOT and a TRS, because then there would be three units, not counting Gort: The MECH, the MECH's TRS, and Gort's TRS.

If Gort is all by himself, no TRS, then you should be able to move a MECH and a TRS into France. If you can't, there is a bug, but I suspect there is another TRS, not a bug.

It is better to never put a TRS into France. Stay in the North Sea and debark into a port. That way you can get Gort and two land units in France.

Another piece of advice is to get Gort out of France after you get your 2 units into France :)
