DOW phase for Germany

Situation:
DOW phase for axis impulse 9, Sept/Oct 1939.

- Hungary and Bulgaria make demands for Transylavania and South Dobruja has been denied previously.
- Russia claims for Bessarabia have been granted previously.

During the DOW phase the Axis can DOW other major powers however when it cycles thru the 3 Axis powers and comes to Germany for DOW on a minor country this message appears "Rumania aligns with German as a full Axis ally". When this message appears I am unable to DOW any minor Ally as the DOW phase moves to Italy & Japan.

I am ready to DOW Hungary and I am unable to as German DOW minor phase gets skipped.

File is end of turn so just need to enter die roll to keep turn going.

It's a bug. I can't seem to move around this one too. Also, Germany is able to align Finland too in this impulse. This isn't allowed, since you can only align one minor each impulse

The automatic alignment of Rumania comes too early. It should happen after the DoW on minor phase has ended, to prevent this from happening.
Germany should not get the question of aligning Finland this impulse. Instead, the message that Rumania is aligned as a full ally should appear, US entry rolled for and the game commences with the alignment of minors for Japan or Italy (not Germany again). A mistake in the sequence of play, I think.
