I opened save - Early Jan '62 and all ports are being blockaded.

How to check if it is visual or real problem?

First thing that jumps out at me is I believe you're playing a pre - 1.02 save under 1.02. Pocus stated in patch notes they were not compatible so this may be a bug caused by that. If you've started a new game under 1.02 then report it in tech support as a bug.
