Artillery Units

Good morning :
I´ve problems with artillery. I can not build new units.
What´s the problem? what must I do?

There is no problem. The only way to get artillery is buying some options (with both sides) or new arrivals like CTV.
Spain had very few capacity of producing artillery in 1936, just the factory in Mieres that gives WarSupplies so you can buy replacements.
With HQ units you can get some light artillery.
