Romanian HQ Reorganization

My Romanian HQ seems to be unable to reorganize anything. On a land impulse, it says it's taking 2 points to reorganize even a Romanian inf. Is there something I'm missing in the rules, or is this a bug?

Known bug, affects all minor country reorganization.
I thought I knew how to play this game....
