Naval combat forces them to return to base

but now I the program seems stuck, as I can not return them to any base as they can not leave the Baltic

You need to use Ctrl-Left Click to move through enemy occupied sea areas when returning to base.

F11 let's you see all the ports that the program 'sees' as possible destinations.

I had this problem. Click on a French port. You should get a message saying that the units can't get there, and that if you hit backspace, the units will be destroyed. Hit backspace; the units will be destroyed, and your game will continue.

I had the same issue and Suddenly I realized Danzig was still allied control. Put the French ships there and after the conquest phase as expected the game destroyed the French ship as they had nowhere to go.

It is correct under the rules that the raiders are now unable to return to base and should be destroyed.
