bug while attacking port

to reproduce: no dows during phase, all Allied nations coose combined action, except US which passes. In port attack phase CW carrier air unit from North Sea attacks Kiel, Germany player intercepts, CW player Intercepts(?) with another carrier air unit. Game is then stuck at Port Attack:Surprise Calc.
