Trade agreement clarification

The situation: Italy and Germany are at war with France. Italy is not at war with the CW. Germany is giving Italy a BP and some resources each turn. Germany establishes Vichy France, and gets lucky on the die rolls. There are no free French territories, so France is completely conquered. As expected, Italy returns to neutral status and is limited to combined actions. However, the trade agreement between Germany and Italy remains in effect.

Trade agreement negotiation takes place after the conquest phase. Shouldn't the trade agreement have been canceled?

According to RAW, yes, since you can only send resources to active major powers. It's a bug.
