Damage Check Modifier

These seem to vary. From say 4 for inf to 2. Not spotting in manual what determines their value. Care to enlighten? Thanks.

Yeah. Let's say the attacking unit's firepower is 1 + 1d6 (for example a 5), for a total of 6. The defending unit has a target modifier of 2 (wooden building), and rolls a 1, for a total of 3. 3 from 6 = 3 so the damage check modifier is 3. Clear?
