Shaken Units moving?

Shaken Units moving?

I thought the manual said Shaken units can't do anything, but It seems sometimes they're able to move, it appears to cover.

Is this supposed to be allowed or is it a bug?

Their move is lower, counters that flip to a shaken side will show that new value. They can still move but have the restriction of not being able to move towards a non-shaken unit in their LOS.
