Can not create a division

On t12 I can not enable divisional command for a leader. It writes possible reason "all of my 0 divisions are in the field or creation did not enabled yet for my nation". What is this?

I think turn 12 Apr Campaign is still too early to form divisions. Early Oct. '62 is the earliest you can form them.

I believe it's- divisions in Oct.61 and Corps-March 62.
