Moral effect on engineers

Not just moral but exp, and fat as well. How do they affect engineers ability to do stuff? reason I ask is I've started an AI game against Japan and the vast majority of Allied units at start have moral and ex around 10 so is it pointless to order them to dig in or build an AF etc?

Moral does effect them? I presume it's part of the calculation/fail test for those units if/how they can repair, expand, maintain bases? If that's the case, I'd assign a leaser with high inspiration to cheer'em up.

Those exp 10 units are probably from India. I never seen them build anything, so I guess there has to be an experience threshold, when a unit gets competent at digging.

the answer is to build their morale up... in part by putting them at rest with a good leader....... and in command.

I don't think morale is the problem here. I think it is the low experience of those units.

Rest them to regain morale, prep them to 100 for a location, then train them to reach 30-40 experience. I think they constantly fail their rolls with experience of 10 and do not construct/dig anything or they dig so slowly that you do not see any precentage progress at the construction site.

Neither experience nor morale is really the problem.
 
1.  Check how many engineers are actually in the unit.  The Indian engr units at the start have very few engineer squads and usually no engr vehicles.  This is made worse on the sub continent where most of them are sub units with only 2 engineers in them.  Even when reconstituted they may only end up with 8 engineers until replacements arrive.
 
2.  Check the supply levels.  Building base infrastructure consumes plenty of supply.
